        If your reqirement is not just builder Swing Menus but building the entier Swing Application then you can look at JSR 57
   
        This JSR 57 is a standard for XML based GUI screens developing. JDK 1.4's java.beans package provides special support for this XML based run time UI. The XMLDecoder that is available in this package will take an XML file of JSR 57 format and will create the object. The XMLEncoder will take in an object and will convert to a XML Document.

        If your reqirement is just XML based Menus building than there will be lot of proprietary format available in the net, you can have a search in the google and select one according to your need. But still even for that simple Menu building, you can use this JSR 57 format as it is a standard.
