Linus, It is not because ICMP does not reply that the server is down or having an issue :-)
Often it is blocked to avoid security risks or for other reasons... If you check www.admin.ch, it won't answer ping but will work correctly. The only way to know if the server work is to actually establish a proper connection on the port 80 / 443 and make sure you get the content of the page you expected as you expected. This is probably a matter of software issue (anything from loadbalancer, to backend server daemon not working or any other error...).
