That's an internal handout from an ITU retreat at which they discuss how to 
camouflage their attack.  Their summary of the Internet's position is, of 
course, highly biased, so you shouldn't take it at face value.  I (and plenty 
of other people who've been involved in WCIT prep for the last three years) 
would be happy to try to address any questions.
