My take..
The network 46.239.64.0/24 is not found in BGP routing table, but
46.239.64.0/21 is there, obvious nothing silly here.
The target responds from switch to ping, which means each side can
talk to each other (http://www.switch.ch/network/tools/lookingglass/).
Traceroute seems quite complete until penultimate device using
standard UDP traceroute, but works using ICMP works until target..
Probably a misinterpreted traceroute result..
