Yes, it is still maintained and used in production by critical infrastructures, 
or in some cases by their ISPs. You may want to get in touch with the NCSC/BACS

BTW: The PDF document in the 2021 email you are referring to is classified as 
TLP:AMBER and was not intended to be publicly available.
