Don't know if this helps, but I have VRRP on my foundrys configured as follows:
ip vrrp-extended vrid 2 backup priority 50 non-preempt-mode advertise backup ip-address 217.8.193.1 enable and on the other router ip vrrp-extended vrid 2 backup non-preempt-mode ip-address 217.8.193.1 enable Maybe this helps?
