Catching up with the tread... I met Paul (the peering contact) from Google while at NANOG last week and he confirmed that TIX is going to be shutdown, not enough traffic out of that site as far as I understood. So they have now turned up D-CIX and soon the AMS-IX since they are (like all of us) looking at optimising the network costs and layout. So yes the peering sessions are still there at TIX but there will be no new requests that will be accepted and in some time (not defined) the hardware and circuits will be removed.
So hot potato your network and peer with them in LINX/AMS-IX/D-CIX or elsewhere.
