There is or will be a .eu domain soon (whatever that means)
.eu is not a country, but it has been delegated to the EU;
this means it is for the European Union, not Europe.

You could search for it on your favourite search engine;
last time I checked they were evaluating registries applying for beeing the registry.
Then the registrars get approved and people (or companies) being in the EU can
register their domains.


Short version:
- .eu has been assigned to the European Union.
- There will be a registy and a registrar for the TLD
- The spam is spam (the same as the preregistraion spms for .biz ..info ... (you .name it ;-)
