I think it is. (Other parts of Lambdanet (Spain and France) have been acquired by Cogent.) There is some information about the status of this on lambdanet.de's home page: http://lambdanet.de/index.php?sid=7fe85c2937ed6ad201d27db41051f8fe&p=314&l=1 According to how I read this, the company will remain operational in all aspects (including acquiring new customers), but controlled by an "Insolvenzverwalter". We set up a peering with them yesterday - the configuration went smoothly, and we see many routes and significant traffic flow.
