There is something quite interesting around this I guess.
I looked some month ago for a similiar project, but served in Switzerland. I'm not sure, but it seems that there may be something you can use to be able to do some streaming for free, means without paying any rights.
As i can remember, if you are doing some audio streaming online, in Switzerland, you should be paying a fee that is a % of you total running budget. But if you are a non profit organisation working only on donation (hardware, software, human, bandwidth) you don't have a any running fees. So a % of 0 $ would be 0 $ to pay :) (according to Suisa docs)
I'll try to see if I can find where I found these information. And I think 2 or 3 other people on this list may have a legal or/and practical point of vue of a similar case in Switzerland.
I'll try to talk to a legal stuff guru to ask about his thought about this.
