I know it is really early to start to discuss SWINOG-10 the day before SWINOG-9, but anyway:
Peering or more precisely non-peering seems to be a hot topic and a source of frequent controversial discussions.
I suggest a panel discussion with the peering-policy-making people from different ISP's. Topic: "Benefits and drawbacks of Peerings".
I assume this could be quite an interesting session, helping people to understand what they never understood.
At least it should be funny enough to celebrate SWINOGs 10th anniversary.
