due the big problems on the swissix peering (all the time up and downs) we
deceided to temporary shut down the peering until all problems have been
solved.
we'll reactivate the interface when everything is confirmed to be working again.
Situatiuon is normalized now. Have disabled a peer in bern, I'll be inverigating what exactly happend, but till now it looks like some sort of l2 loop.
