Around a decade ago,  it seemed that the FCC did very little to stop
Hispanic religious boots.    I don't know what they're doing today on that
front.
In Lawrence,  Mass.,  a station openly operated on 99.9 FM for awhile;
they also ran an AM boot in the expanded band.

In Boston,  there is a very vibrant community of pirate radio broadcasters,
most who transmit to minority communities.   The most prominent is 106.1 -
Touch FM,   which has been operating openly as a commercial station since
2005.   The FCC has issued those silly "notices of liability",  but they
absolutely will not push the envelope toward prosecution,  and you can
surmise a number of reasons why they won't.
