It's quite fun to watch the leap second roll over on your Linux/Mac PC's (sorry Win$uck$$$ users). There are many and various clock programs that will show you the time to a tenth of a second. Watch for a "60" in the seconds column.
I don't like Google's "smear" solution. Whilst I'd be lying if I said I would notice the proposed delays, I'd rather see a time step. Not only are Google messing with their own clocks but they are also changing the NTP protocol such that they won;t be signalling the leap second bit. In their closed environment this may work but it won;t work for folks attached to them. FYI, a very plausible "hack" on the stock market would be to "smear" the time stamps of market executions thus rendering them void. I participated in just such a test against old NASDAQ data a few years back. We rendered the entire afternoon's trading off the books as though it had never happened.
