Doubtful…as long the statute remains that allows fines to be reduced to the 
ability to pay I don’t think it will have much or any impact. If you already 
can’t pay $250,000 dollars, not being able to pay $1 million won’t make much of 
a difference. When I interviewed Rosemary Harold, FCC enforcement chief in 
2017, it seemed clear that the higher fines were intended to scare people from 
going on the air…(though the new fines were not in place they had recently been 
raised dramatically in some cases.)

Also, with a new administration and a new commissioner the emphasis on pirate 
radio enforcement may diminish as it did during the Obama administration.

In the meantime, the number of pirate stations in Brooklyn remains steady at 
about 26 daily.
