Out-the-box DSpace throws a 415 if one of two conditions aren't met:

1) The 'X-Packaging' header must be set to 
http://purl.org/net/sword-types/mets/dspace

2) The Content-Type header must be set to application/zip

If these headers aren't set, then DSpace doesn't know how to interpret and 
handle the incoming file.  Are both being set?

This is probably because the METS DSpace SIP as used by SWORD was never 
formally documented online, so there is no where to point the PURL to.  Since 
this is just an identifier, the 404 won't cause any issues.
