You have pretty much described it, but lets re-iterate it as a use case.

1 - Users don't like entering metadata so something needs to extract it (where 
possible)
2 - Sword clients are generic, therefor might not extract all the relevant 
metadata. Nothing wrong with that.
3 - The uploaded file will be the best and most authoritative source of 
metadata, so lets enable the repository to extract it from that.

Problem is when you have a multi-media/document item, how do you know which one 
contains the correct data, this gives the option to the client of defining it. 

It could probably be done in different ways but this seems like a good method 
as the HTTP requests are about transferring data.

In-Progress should actually be part of the atom-edit metadata and defined as an 
atom category as the state of the item is a piece of metadata. This is a chance 
for SWORD v2 to simply extend atom-pub with an extra item of metadata rather 
than a new header. This is contrary to my previous thought.
