Should encrypted modules be moved to the beta directory?

The Install Manager uses the a directory per host, which doesn't work terribly well 
with multiple direcories per site.

eg. Select origianl crosswire site, refresh from remote source, select beta site, 
refresh from remote source, go back to original, select a module - install, the 
original list gets replaced with the beta list, and nothing get's installed. (And if 
the module you wanted to install was an update, your older installed module gets 
deleted)

The obvious solution is to do nothing at the moment - but to keep it in mind if we 
want to use more different directories for different purposes. Users of beta modules 
are likely to be able to cope with this with no problem. Non-beta-module-testers won't 
have two dirs from one site (at the moment).
