Make copies of any of those icu lib files missing and rename them to the icu... equivalent. So you have two copies of the same file with differing names, it is weird I know but ICU is not my thing and I never had a chance to talk to the guy who set that up for us. I downloaded the RxLib files and install them. They work fine now. However, I got another problem. The program cannot find icui18n.lib. I when ahead and build i18n.lib from icu-sword, then rename it icui18n.lib, I got the message i18n.lib not found. That means I am missing icui18n.lib.   You may know where I can dowload it.
