It's a paragraph "milestone". To correct, the marker should be converted to <p>...</p>. (Every KJV chapter begins a new chapter. So conversion should be as easy as putting <p> at the beginning and </p> at the end of each chapter and converting each of those milestones to properly placed </p><p>'s.

In some printings of the KJV, this is rendered as a pilcrow in the verse starting a new paragraph. Specifically, you will find this in editions that start a new line for every verse. Editions with paragraph-style formatting obviously render paragraphs with linebreaks between paragraphs.
