Looking at psalm 3 in the module I generated from your osis file
shows
verse 1 missing (as well as the psalm title).

It could be. Ben saw this and fixed this in revision 2417. He also
found a bad bug which I fixed in 2419. When you run osis2mod it
states which revision it was compiled with. What revision are you
running?
I had accidentally reverted Ben's change and have just put it back.
