We had a similar problem in BPBible (and I think we would have been using the same files). See http://code.google.com/p/bpbible/issues/detail?id=104 and http://code.google.com/p/bpbible/source/detail?r=894. I'm not sure that it is valid UTF-8 - more likely it was cp1252.
