The USFM tag *\cl* for chapter label is interesting. It is one of the few tags which has a special rule.
*Usage note:* If \cl is entered once before chapter 1 (\c 1) it represents the text for "chapter" to be used throughout the current book. If \cl is used after each individual chapter marker, it represents the particular text to be used for the display of the current chapter heading (usually done if numbers are being presented as words, not numerals). How should this tag be converted to OSIS given that this rule should apply? The first case implies that this tag doesn't just do something "in it's own right", but rather acts as a modifier on how another tag (in this case the chapter tag \c ) should be processed. The second case is much simpler than the first.
