To ensure it is not my own setup I have run vs2osisref on the server with exactly the same lack of success. In essence - so long as this not works there will be no new modules with working crossrefences. To produce e.g. the Romanian module we need to parse ~30000 crossreferences successfully. Right now many 1000s fail - i.e. those where the abbreviation in Romanian is different from the English one.
