To ensure it is not my own setup I have run vs2osisref on the server
with exactly the same lack of success.

[refdoc@www ~]$ vs2osisref Luke.1.1 Luke.1.1 ro
Luke.1.1
[refdoc@www ~]$ vs2osisref Luca.1.1 Luke.1.1 ro
Luca.1.1
[refdoc@www ~]$ vs2osisref Luca.1.1 Luke.1.1 en
Luca.1.1
[refdoc@www ~]$ vs2osisref Luke.1.1 Luke.1.1 ro
Luke.1.1
[refdoc@www ~]$ vs2osisref Luke.1.1 Luke.1.1 en
<reference osisRef="Luke.1.1">Luke.1.1</reference>
[refdoc@www ~]$ vs2osisref Luca.1.1 Luca.1.1 ro
Luca.1.1

So, it is not my setup or inability to see the locale files.

In essence - so long as this not works there will be no new modules with
working crossrefences. To produce e.g. the Romanian module we need to
parse ~30000 crossreferences successfully. Right now many 1000s fail -
i.e. those where the abbreviation in Romanian is different from the
English one.
