If I were looking for a solution, I'd try using the \p tag. I suspect USFM->OSIS step has limited logic for USFM that doesn't include paragraph tags.
That is, include paragraph tags prior to each verse \p \v 1 For every verse in every book. This can be accomplished with a simple search replace in most editors (but likely not bibledit, nor paratext.) You should be able to test it pretty quickly.
