"Won't somebody please think of the children?" Hate speech, harm, and childhood

Abstract: Many authors claim that hate speech harms its targets and society at 
large. A prima facie plausible hypothesis about how this occurs is that hate 
speech has a profound and pernicious influence on the attitudes of children. 
Here I explore the merits of this hypothesis in relation to (i) justifications 
for anti-hate speech law, and (ii) broader questions about the role of 
communication in causing and perpetuating social inequality. I argue that a 
successful justification for anti-hate speech law requires evidence of its 
harmful effects, as well as a credible attribution of responsibility for these 
harmful effects to the speaker. I argue that both conditions are more likely to 
be satisfied if our account of the relevant harm is built around claims about 
speech's influence on children. I finish by outlining some of the policy 
implications that might follow from these consideration.
