I'm happy to make small contributions as and when I can.  What I am
unsure of is what is the development process?  (over and above what's
written on http://trac.symfony-project.com/wiki/HowToContribute)

In particular, who can authorise changes and who can approve commits?
Clearly some restrictions and peer reviewing is necessary to prevent
anarchy, and this has to be balanced with enough flexibility so that
junior contributors such as myself can do useful things and fix things
that give us problems.
