Most plugins are written by busy people. We've developed something for
internal use. We're willing to share it to get feedback, bug reports
and maybe the occasional code contribution. But we don't have time, or
a valid business case, to futz around with making it work in two
different ORMs at the same time.

Personally, I've written a bunch of Propel-based plugins because I had
a commitment to several projects that were developed for Symfony 1.0
and that commitment is ongoing. For new projects I'm using Doctrine
and 1.2, and my newer plugins will reflect that.
