I'm not a Symfony developer but I have authored a plugin or two. From this perspective splitting the list doesn't seem like a good idea (to me) as there is the issue of a "brain drain." I don't know, but it seems like a good idea to have all of the development work with Symfony on one list and the userland stuff on another. The Plugin list, due to the idiosyncratic nature of plugin development timelines, seems like it would become a ghost town, whereas Symfony development is ongoing. It doesn't seem like there is so much traffic on the dev list to justify creating another, even smaller list. The lists are already quite small in terms of activity. I've personally asked pretty simple questions to the users list and failed to get any viable answers. Also, if you don't split there is no need for further clarifying and defining what the lists are about. Just a thought from the other side of the table.
