Funny, I didn't notice that option before! I've always gone to the Releases tab.
However it's still true that there are no download links on the "releases" tab for sfTaskExtraPlugin, and the download link for the latest version is missing for sfDoctrineApplyPlugin... is this a feature, not showing a link for the current release? Seems like a needlessly confusing feature if so.
