The list of the plugin versions from the symfony site are filtered based on the X-SYMFONY-VERSION header sent from the plugin:install task.
For dev versions - especially when the major version changes on the framework - it means that the only version for some plugins is the beta version - released sometime around the time the dinosaurs got frost-bite :) If would be helpful if the server returned all versions of the plugin when the sf version header contained the "-dev" suffix.
