Several reasons:

* These comments can become out of date after upgrading to new versions
* These comments were more useful when the was no reference guide about them
* People kept messing with them by just uncommenting some lines, 
forgetting to either move the line under the right sub-section, or by 
having two "all" sections. This was removed to avoid this kind of confusion.

Adding a comment at the top of the file with a link to the right section 
of the reference guide seems like a good idea.
