HI! As i have asked Fabien around 3 months ago, he does not know if or when will be released open source. But you could start an open source project that it might be a solution for us. If you would be able to build up a management tool (like redmine) that would support the CI, would be great. Who knows... maybe you'll get support from other sf Developers.
There are some open source PM tools wrote in SF that you can use them as code base.
