I'm not a git expert (indeed I'm not yet a git user), but the "git submodule update" command does seem to have a --recursive option. That would seem to be the right answer once all of the pieces are in git.
But yeah, that's not much help with stuff currently residing in a nested set of svn externals. Periodically exporting the whole dang symfony 1.4 branch including its externals, diffing it against last time you did it and applying that to your git mirror would appear to be the only practical way to mirror such a thing into git-land right now.
