Whoops, hit send sooner than intended. It turns out my code (in
apostrophePlugin and sfDoctrineApplyPlugin) is already using mt_rand.
And it sounds like the self-seeding behavior should be trustworthy in
PHP 5.2.1+.

RAND_MAX being 32768 on WIndows is not really relevant for the
sfDoctrineGuardPlugin code, since it is always generating a random
number with a smaller range than that.

Of course the bad seeding behavior you saw is relevant.
