There is already one. Have a look at src/Symfony/Framework/Debug/ErrorHandler.php.

We all know that the default PHP error handling is just bad, and
overriding it with a nice system using exceptions and extendible
object oriented code would be in my opinion a really nice ad.

I don't know if this has been discussed before, I'm just giving my 2
cents :)
