its a bit of a bike shedding issue.

as there is a standard easy to use theming solution:
twig.config:
    form:
        resources: ['FooBundle::form.twig']

So sure we can add something here and there into the form, but then some people 
will argue that a bit more is right and others will argue that what is there is 
already too much. I think the core of the framework should focus on the flow of 
things and not implement specific output. I do envision that there will be some 
bundles with form theme's for the various school of thought. Some worrying 
about IE6, some focusing on html5 etc.
