I think it should have scanners [php, twig] together with resource
file generators under Symfony\Component namespace
and a Command together with specific framework regex patterns for
message extraction from templates and controllers.
If that is not core specific I'm planning a bundle.

there is still a RosettaBundle in development for this. Maybe you can
help on it.
