Is it really that complicated? Parse all files, merge parameters arrays,
resolve parameters, call extension with their resolved configs. Am I
missing something?

Since load() is called just once already with all config arrays, I take
it this process is already happening more or less in this order, except
for the parameter resolving that is done too early.
