I have observed the same behavior. I did a "workaround" by defining
the route like this:
_site_homepage:
pattern: /{_locale}
defaults: { _controller: XabSiteBundle:Default:index, _locale:ro }
requirements:
_locale: ro|ru|
Note the empty "|" at the end of the requirements. You may need to
explicitly allow an empty locale because it looks like the requirement
is checked before the defaults are set..
