I had this error in ...\plugins\sfSwfChartPlugin\config\config.php :
I had to change:
sfConfig::set('sf_swfchart_dir', '/swfcharts/');
with:
sfConfig::set('sf_swfchart_dir', '/sfSwfChartPlugin/swfcharts/');
after this I had my chart :D
