I undertand your point - but honestly a update every 5 minutes will do virtually nothing to the server load. I don't think the problem with the current SVN repos is due to load caused by SVN, as SVN checkouts are pretty low overhead - the mirroring tool will simply check the current revision, and only check out if the revision differs.
