Up until now was the best IDE for PHP, personally. Now with PDT all the 
features that were in Zend Studio are pretty much in PDT, I really 
cannot wait to see what the paid version of PDT will be like ;)

Install PDT and then you can CTRL + Click on any function or class and 
it takes you to the right file where it is declared, this way you can 
hand craw the code, also PDT has a pretty good debugger (Xdebug or Zend 
Debugger).
