Propel seems to support inheritance, if i look at
http://propel.phpdb.org/trac/wiki/Users/Documentation/1.2/Schema#columnelement.

Did you think about using Doctrine? It supports inheritance, as shown
in http://trac.symfony-project.com/wiki/sfDoctrinePlugin0.1#Schemaymlsetup
