Try this:

1 )  Go to:  Run > External Tools > Open External Tools Dialogue

2 ) Click on the "new" Icon after highlighting "Program"

3 ) Try these settings:

Name: Symfony Clear Cache
Location: /usr/bin/symfony              (this will be system dependant)
Working Directory: /fooo/bar/my_project
Arguments: cc

And that should be it.
