Hi Martin,
How did you install Steer CMS? Did you use the Sandbox or did you
install it from SVN?
sfPropelVersionableBehaviorPlugin is by default included in the
Sandbox version and if you install Steer CMS by SVN then the
sfPropelVersionableBehaviorPlugin should be automatically be fetched
when you checkout the Project.
Also check if there is a sfPropelVersionableBehaviorPlugin directory
in your {path_where_steerCMS_is_installed}/plugins
