After tracking it down in svn it seems that the package.xml file for this package refers to symfony-project.org in many places. I was able to check this plugin out myself, modify the package.xml and package it up with pear and symfony installed it just fine. Looks like this plugin needs it's package.xml updated, and needs to be repackaged and uploaded to the symfony-project.com PEAR server. I still don't know why a pear list-all for the symfony channel only returns 3 valid packages.
