What code are you using in the action to get the referrer? You don't need to delete pages to get 404's. Search engines routinely access pages that don't exist at your site to check what your site does when it issues a genuine 404. Also various worms and/or malicious scripts come the internet accessing non-existent pages on a regular basis.
