Oh. No, it isn't.
You are defining project wide settings in app.yml. The config/app.yml is for
defining settings that are shared across your applications. If you have
settings that are global and not specific to applications then you need to
define them in config/ProjectConfiguration.class.php
You can use sfConfig::set('name', 'value'); to configure things.
