Problems with plugins should usually be reported in trac. In the
'contribute' tab of the plugin there is a link to the open tickets for
a plugin, so that information is already linked to.

user rating was discussed on SymfonyCamp this year I think, and denied
because it is open to gaming too much. A user comment system is
something I think the plugin directory could possibly benefit from.
